Regional Energy Planning in Istra

Regional energy planning in the County of Istria (serving as a demonstration zone)
has been initiated in order to introduce a regional dimension into the processes of national energy planning and decision making. The project represents the effectuation
of initial efforts to decentralise the implementation of Croatia’s energy policy.

Istria’s development is oriented toward tourism and agriculture. Therefore, an
energy system in harmony with the principles of environmental protection is of
vital interest to the Istrian, as it is to other Croatian counties. Activities which were
undertaken under the auspices of the project included zoning; an energy survey
of households and the service sector; a thorough analysis of energy demand structure; an analysis of economic and demographic trends present in the Istrian County; and an assessment of future energy demand. Recommendations for interventions in the county’s energy system were based on an analysis of the existing potential for the utilisation of renewable energy sources, and on available measures for rationalising energy consumption. The interventions were to benefit the processes of economic development and environmental protection within the County of Istria.
